"Yiwu pilot" has become a popular word in Yiwu's population.

At present, our province has set up a pilot group for the comprehensive reform of international trade in Yiwu, China.

He said that more than 30 years ago, in the poor and poor Yiwu, the small peddlers shook the rattle and picked up the basket full of sugar.

Indeed, today's Yiwu is well known all over the world.

In 2005, the Yiwu market was rated "the largest wholesale market for daily commodities" by the United Nations, the world bank and Morgan Stanley Bank.

In October 2006, the Ministry of Commerce presided over the compilation of the "Yiwu China Commodity Index" and released it regularly to the world, becoming the "weathervane" and "barometer" of the price changes in the global production and consumption of consumer goods.

Wealthy Yiwu people are no longer satisfied with the status quo. They are seeking change.

"Yiwu pilot" became their popular vocabulary.

"A lot of people are talking about reform now. There are government officials and operators in the market."

The "Yiwu pilot" in Yiwu's population is a newly reported "comprehensive pilot reform of Yiwu's international trade".

Unlike the people who spontaneously formed the requirement to establish the market, the pilot project started in the Yiwu municipal government and was strongly supported by the Zhejiang provincial government.

In the "Yiwu pilot", as the only National People's Congress in Yiwu, Zhou Xiaoguang, chairman of Xinguang Group, plays an important role.

According to her words, "I am just under the leadership of the municipal Party committee and municipal government, using the status and channels of the NPC deputies to make some appeals and suggestions for the pilot."

Last year, during the "two sessions", Zhou Xiaoguang submitted a "proposal on the establishment of the Yiwu international free trade area" to Premier Wen in the face of Premier Wen Jiabao's participation in the discussion of the Zhejiang delegation.

In today's Yiwu, she has the world's largest wholesale market for small commodities, she suggested.

By the end of 2008, the area of market operation was about 4000000 square meters and 62 thousand business places. The commodities had been exported to 215 countries and regions, and the market outgoing degree was more than 60%.

"With the increasing popularity of Yiwu's international reputation, the number of overseas businessmen coming to Yiwu has increased year by year, from nearly 20 thousand in 2001 to about 200000 in 2008."

At the same time, as the third largest economic and trade exhibition after the Canton Fair and the China Fair, the Yiwu International Small Commodities Fair in 2008 achieved a turnover of US $949 million, accounting for 62.3% of the total turnover. Zhou Xiaoguang suggested that in view of the foundation, achievements and further development needs of Yiwu in international trade and foreign related management, it is suggested that Yiwu should be given an international trade pilot area and give Yiwu more policies in terms of international trade and personnel exchanges.

Three platforms to promote China World Trade Center's new development

Zhou Xiaoguang told reporters that after the proposal was submitted, she had been looking forward to it, hoping for a reply.

A few months later, the Standing Committee of the National People's Congress responded to her: Premier Wen made important instructions on her proposal, and instructed the 10 relevant ministries and commissions of the State Council to seriously carry out research and study the feasibility of the proposal.

In October of that year, the Zhejiang provincial government formally reported to the State Council the request for "Yiwu China's comprehensive reform of international trade".

Subsequently, leaders of more than 10 ministries and commissions, including the national development and Reform Commission, the General Administration of customs and the General Administration of industry and commerce, came to Yiwu to conduct research and demonstration on the spot.

In this year's "two sessions", the "government work report" also specifically mentioned: "in promoting the coordinated development of urban and rural areas, such as the three comprehensive reform pilot at the same time, from all localities in reality, in various districts and municipalities and Yiwu city to carry out the pformation of economic development mode comprehensive reform pilot."

In January of this year, Yiwu Hung Kai import and Export Co., Ltd. imported a batch of red wine. Red wine should pay high tariffs and value-added tax in the import link. At the end of the year, it is the peak season for red wine sales. In order to satisfy the needs of fast sales, enterprises must first have a certain amount of stock.

If it is in previous years, enterprises will clear all imports of goods, that will pay a large amount of taxes and fees, and the pressure of funds will be great.

"But this time, goods exist in the bonded warehouse built in Yiwu just now, which has slowed down the tax function and reduced the cost."

Company manager Li Jiangming said.

Li Jiangming's bonded warehouse was established in January 20th this year. It is the first public bonded warehouse in Yiwu, and many enterprises have benefited from it.

Yang Zhongjie, director of the Yiwu customs office, told reporters that since the bonded warehouse was formally put into operation, 4 items of goods in and out of the warehouse have been imported, involving red wine, machinery and so on.

Processing trade import goods, re export goods, foreign temporary storage goods and general trade goods which have not gone through customs formalities can be deposited in bonded warehouses after customs approval.

This is the first item of Yiwu's reform.

Lu Lijun, chief expert, put forward three ideas for the design of Yiwu pilot scheme.

Lu Lijun first put forward the concept of "Yiwu port".

That is to say, by setting up a customs special supervision area suitable for the trade characteristics of small commodities in Yiwu, opening the Yiwu air port and building a bonded logistics center, pferring the traditional port, port, customs, inspection and quarantine to the land pportation interchange and gathering station in Yiwu, forming an inland "virtual harbor" with the two core functions of "straight port type" and "bonded logistics".

Second, we should take advantage of the "demand concentration effect" of small commodity markets, develop local characteristic industrial clusters in Yiwu, and attract more famous enterprises to set up company headquarters, regional headquarters and marketing headquarters in Yiwu, so as to develop headquarters economy.

Third, in accordance with actual needs, we should improve the regulatory functions of arbitration, border defense and port administration, which are compatible with international trade, and enhance the supervision and service capacity of foreign-related agencies such as customs, inspection and quarantine, entry and exit, and foreign affairs.

"The pilot is still playing a basic stage," said Li Hongbin, director of Yiwu development and Reform Bureau.
