The committee set up the working group on technical barriers to trade (TBT) and the working group on animal and plant health quarantine measures (SPS), composed of relevant personnel from various member units, and participated in the leadership and professional and technical personnel of the export enterprises, experts from scientific research institutes and scholars from tertiary institutions.

Three, we should make full use of publicity tools such as media and networks to raise the awareness of all the people and enterprises on technical trade measures and enhance the enthusiasm of enterprises in dealing with technical trade measures.

Four, governments at all levels and relevant departments should speed up the pace of talent development, actively introduce high-quality talents, and cultivate a compound talent team who is familiar with both WTO rules and professional knowledge. The five is to give full play to the information and technology advantages of the inspection and quarantine departments, and collect and track dynamic information of technical measures of importing countries according to the key areas of export structure and export of Qinghai Province, timely release early warning information, and guide enterprises to deal with foreign technical barriers.
