Economic Highlights Of The Two Sessions 2011

In 2011, the two sessions of the National People's Congress were convened soon.

Professor Gu Shengzu, vice chairman and economist of the Central Committee of the people's Republic of China, interviewed our reporter, looking forward to the "two sessions" economic hot spot.


Gu Shengzu believes that this year as the opening year of the implementation of the "12th Five-Year plan", there are four major ones.

It will become a hot spot of the "two sessions", including adjusting the distribution relationship to achieve balanced and shared growth, coping with the "three high" of high prices, high housing prices and high costs, pforming the development mode of labor shortage, and solving the shortage of public goods to achieve the equalization of public services.


Adjusting allocation relationship: the most difficult battle


Reporter: since the reform and opening up, China's economy has developed rapidly, and social wealth has increased rapidly. However, the distribution structure of wealth is not reasonable, and there has been no balanced sharing of economic development results. The income gap between urban and rural areas, the income gap between industries, and the regional income gap have been expanding.

How do you view this problem?

The relationship between the three parties involved in enterprises, government and workers must be changed.

A big step, the two step of fiscal revenue, half the step of the income of the residents, is seriously out of sync. Through the government's tax reduction and enterprise's profit making, we should jointly promote the rationalization of the income distribution relationship.


Specifically, first, we must synchronize with the economic development to increase the proportion of residents' income and labor remuneration, and achieve the coordinated development of the three party distribution relations among the government, enterprises and residents.

Two, we must adjust the income gap and deepen the reform of the income distribution system in monopoly industries.

Three, government and enterprises should jointly promote the income doubling plan and raise the income of urban and rural residents.

Four, we should increase investment in social security, education, health care and other people's livelihood expenditures, reduce the proportion of enterprises and workers to pay, so that they can benefit the people and enrich the people.

Fifth, we must quantify the objectives of reform, formulate a timetable for reform of the distribution system, and enhance the executive ability of reform policies.


"TCM" therapy for "three high"


Reporter: at present, how should we deal with high housing prices, high prices and high costs?


Gu Shengzu: to solve the problem of high housing prices, high prices and high cost, we need to use the "balance technique", adopt the gradual "Chinese medicine" therapy, and use different policy combinations to achieve short-term emergency measures combined with the establishment of long-term mechanism to enhance the effectiveness, flexibility and pertinence of macroeconomic regulation and control.


Specifically, we should strengthen the supply and demand management, ensure the effective supply of the market and curb the unreasonable demand.

To solve the problem of high housing prices, we need to maintain the stability of the real estate regulation policy, and actively establish a multi-level housing supply system to meet the diversified needs of people and change the situation of thousands of troops across the single timber bridge.

Housing should form a multi-level supply system, through multiple diversion to meet different needs of different groups.

In addition, internal and external efforts should be taken to combine recycling liquidity and guiding liquidity into the real economy to ease the impact of excess liquidity.


Labor shortage turning point: market forced economic pformation


Reporter: in recent years, the problem of labor shortage has become increasingly prominent. What kind of impact will this bring to China's economic development mode?


Gu Shengzu: the rising labor cost brought about by the turning point of labor shortage is an important force to pform China's economic development mode.

According to the data, most cities in China raised the minimum wage standard in 2010, an average increase of 22.8%.

To a certain extent, this indicates that the era of cheap labor in China is gradually disappearing, and the economic development model which has long relied on cheap labor has been unable to maintain.

Specifically, we should vigorously develop strategic emerging industries, services and infrastructure industries, cultivate new sources of economic growth, pform low-end industries into high-end industries, and enhance competitiveness in the global value chain.

In addition, we need to implement a positive urbanization strategy so that urbanization can become a powerful engine for sustainable economic development.


Improving public services and promoting happiness


Reporter: the "12th Five-Year plan" proposal put forward that we should protect and improve people's livelihood as the fundamental starting point and foothold for accelerating the pformation of development mode. We should establish and improve the basic public service system and promote equalization of basic public services.

At present, the shortage of public goods and public services is very prominent in China, because of the increasing demand of residents.

How do you look at this problem?


Gu Shengzu: the effective solution to the shortage of public goods and public services urgently needs the pformation of the government, from an economic construction oriented government to a public service oriented government, promoting the equalization of basic public goods and public services and enhancing the national happiness.

At the same time, we should encourage and guide private capital to enter the field of public goods and public services, and improve the efficiency of resource allocation through the market.


At present, in order to allocate public education resources rationally, the proportion of national financial education expenditure to gross national product will gradually increase with the development of national economy and the growth of fiscal revenue.

We should establish a reasonable cost sharing mechanism and benefit compensation mechanism through the government's input, and enhance the service ability and service level of primary medical institutions.

We must adhere to the policy of wide coverage, basic protection, multi-level, and sustainable development, and accelerate the construction of social security system covering urban and rural residents.

We should continue to strengthen the construction of affordable housing projects, develop low rent housing and public rental housing.
