[2018 China Textile Union Research] Yang Jizhao, Xia Lingmin And His Colleagues Investigate Hebei Cotton Textile Industry

In March 16th, Yang Jizhao, Xia Lingmin, vice president of China Federation of textile industry, and Zhu Bei Na, President of China Cotton Textile Industry Association, conducted a survey in Shijiazhuang, Hebei Province, focusing on the operation of Hebei cotton textile enterprises and listening to the opinions and suggestions of the enterprises on the reform of the cotton system.

In the morning, the research team visited Shijiazhuang cotton textile enterprises in the bonded area.

It is reported that the bonded area was established in 2014, and the enterprises stationed in the company are mainly spun yarn spinning, the equipment is selected from the international advanced equipment, and with the tariff preferential treatment of the bonded area, the operation is stable and the efficiency is good. Since the difference between domestic and foreign cotton prices has narrowed, the advantage of the bonded zone has decreased slightly.

In the afternoon, the research group held a symposium in the textile and Zhengding garden of Changshan, Shijiazhuang, and more than ten enterprises were involved. The enterprises involved in cotton circulation, spinning and weaving enterprises.

The meeting was presided over by Zhao Jiangang, Secretary General of Hebei textile and Garment Association.

Zhao Jiangang introduced the situation of textile and clothing in Hebei in 2017: 1. In 2017, the growth rate of textile and clothing added value was the lowest level in recent years; 2, the industry's fixed investment stamina was insufficient, and 2017 was negative growth; 3, textile and garment exports maintained a growth rate of more than 10%.

When the enterprise introduces the specific operating conditions, the characteristics and problems that are reflected in the operation are as follows: 1. In 2017, the production was stable, the order was small and fast, and the start-up was normal; 2, the cost of production rose rapidly, the electricity cost was high, the cost of sewage treatment was high, the cost of labor was also rising, and the cost of auxiliary materials used in production increased rapidly.

Enterprise recommendations: 1, let go of cotton quotas, enterprises apply for a claim system, or the state imports cotton; 2, more fiscal and tax support, in the value-added tax reform, textile products value-added tax as soon as possible to achieve four shift for two stalls, reduce the burden on enterprises, in addition to supporting enterprises to eliminate backward and invest in intelligent manufacturing, give preferential policies.

After publishing their opinions, Zhu Beina affirmed the efforts made by Hebei cotton textile enterprises to the whole industry, and introduced the basic situation of cotton textile industry in 2017.

Xia Lingmin shared the basic situation of the whole textile industry in 2017 and his recent research and understanding with everyone.

He pointed out that in 2017, the operation of the industry was stable, and the output increased slightly. After that, the enterprises started normal and stable, and the market prospect was better in 2018.

He put forward three aspects of hope for enterprises: 1, pay attention to product development; 2, enterprise intelligence and informatization must be promoted; 3, Xinjiang investment of enterprises should be fully analyzed and investigated.

Finally, Yang Jizhao concluded that enterprises face pressure in many aspects such as capital, exchange rate, environmental protection and so on.
