The United States Released The First Batch Of 200 Billion Tariff Clearance Products List

In August 7, 2019, the United States Office of trade negotiations (USTR) announced a product exclusion notice under the list of $200 billion plus tariffs, which excluded 10 products and 15 applications. The validity period can be traced back to the date of entry into force of the 200 billion list, September 24, 2018 to August 7, 2020 of the year after the announcement. The deadline for application is September 30th, and enterprises can still apply for product exclusions.

A total of two textile and garment related products in the 200 billion exclusion list were released today. They are high toughness polyester yarn not exceeding 600 points (described in the statistical report number 5402.20.3010) (Hightenacitypolyesteryarnnotover600decitex (describedinstatisticalreportingnumber5402.20.3010)) and non-woven fabric whose weight is over 25 grams / square meter, but not more than 70 grams / square meter, which is not impregnated or covered (in statistical report no. 5603.92.0090) (Nonwovensweighingmorethan25g/ m2butnotmorethan70g/m2inrolls, notimpregnatedcoatedorcovered (describedinstatisticalreportingnumber5603.92.0090)).

Since September 24, 2018, as part of the 301 survey, USTR has imposed additional tariffs on Chinese products with an annual trade volume of about $200 billion. USTR was subsequently revised in May 2019, including the decision to establish a product exclusion process. USTR launched the exclusion procedure in June 2019, and stakeholders submitted requests to exclude specific products. This notice has released some product elimination list, and will continue to announce the elimination list of future decisions.
